Goa’s draft guidelines could finally bring app-based ride services to the state

Goa’s long-standing taxi ecosystem, known for its resistance to change, is on the cusp of transformation. The state’s draft Transport Aggregator Guidelines, 2025, have opened the door for app-based ride-hailing services to finally enter the market. Major platforms like Uber, Rapido and Ola are now preparing to set up operations in the coastal state, encouraged by a regulatory framework that aims to modernise the sector.

For years, Goa has remained off-limits to ride-hailing companies, primarily due to the absence of formal guidelines and strong opposition from local taxi unions. These unions, entrenched in popular tourist areas such as Calangute, Panaji and Margao, have viewed digital platforms as a threat to their control over pricing and clientele.

With over 10 million tourists visiting the state in 2024—vastly outnumbering its population of 1.6 million—the demand for reliable and transparent transport services is high. However, the existing system has drawn criticism for its inconsistent pricing, lack of availability in remote areas and the absence of a unified booking platform. The state’s own initiative, Goamiles, has had limited success in addressing these concerns.

The newly proposed guidelines aim to provide a level playing field by defining licensing terms, fare structures, and operational standards. One significant departure from traditional aggregator models is the mandate that drivers receive 100% of the fare, effectively sidelining commission-based revenue strategies. While this may require companies like Uber and Ola to rework their business models, it aligns well with Rapido’s commission-free, SaaS-based approach.

Industry watchers note that Rapido may have a head start in adapting to Goa’s unique market, where two-wheelers and rentals are popular. The guidelines’ inclusion of multi-modal options could benefit platforms that offer flexible mobility services beyond just taxis.

Yet, the road ahead is far from smooth. Local taxi associations have already voiced their opposition, warning of protests and possible legal challenges if the draft becomes law. Their concerns center around job security and fears of losing autonomy to external tech platforms.

Rapido, however, is positioning itself as a collaborative force rather than a disruptive one. The company’s co-founder, Pavan Guntupalli, has emphasised their intent to work with existing drivers by offering technology that enhances their business rather than replacing them.

With public feedback on the draft open until June 19, the coming weeks will be crucial in shaping Goa’s transport future. If consensus can be built between digital platforms and traditional stakeholders, the state may finally move toward a more efficient, customer-friendly mobility ecosystem.
